Start with the approved plans, then trace allocation, appropriation, implementation and actual expenditure. A budget is legal authority to spend; it is not the same thing as cash in the bank.

Learn when the ADP, CBROP, CFSP, estimates, Finance Bill and Appropriation processes occur. Oversight is strongest when an MCA intervenes at the correct stage rather than after funds have already been committed.

Move beyond totals. Read programmes, subprogrammes, outputs, indicators, targets and prior-year performance. Ask whether the allocation can realistically achieve the stated target.
